Complimentary Passes for BIPA Members: Black Swan Summit Cambodia
Phnom Penh, 15–16 November 2026 — BIPA members are invited to attend the Black Swan Summit Cambodia free of charge. As a Partner of the Summit, BIPA can offer its members a complimentary pass, courtesy of the Global Finance & Technology Network (GFTN).
Who builds the rails
Organised by GFTN and the National Bank of Cambodia, the Summit takes place alongside the Sommet de la Francophonie. It brings together central bankers, regulators, banks, fintechs and investors from across Asia and the Francophone world to work through the central questions in financial infrastructure: who builds the rails, who controls the currency, and how markets connect.
Delegates will hear directly from the team behind Bakong, Cambodia’s national payment system and one of the few sovereign digital rails to have moved from design to everyday use at scale.
Why it matters for our members
Every new rail, corridor and settlement layer raises the same question for those who supervise and investigate it: what will the authority at the other end actually be able to see, and can it be compared with what is seen here? Phnom Penh is a rare chance to put that question to the people building the infrastructure, and to do so early.
BIPA’s Chairman, Bogdan Vacusta, will be in Phnom Penh making the case for open, vendor-neutral standards in blockchain intelligence. Read more about BIPA’s partnership with the Summit.
