Towards Standards for Trusted Blockchain Intelligence
The Blockchain Intelligence Forum 2027 will convene policymakers, regulators, supervisory authorities, financial institutions, law enforcement agencies, academic experts and technology providers to address a strategic challenge emerging in the digital financial ecosystem: ensuring that blockchain-derived intelligence can support reliable, transparent and evidence-based decision-making for public authorities.
A central focus of the Forum will be the presentation and discussion of the Open Blockchain Intelligence Standards (OBIS) initiative.
As digital asset markets expand and blockchain analytics becomes an increasingly important tool for supervision, investigations and policy development, public authorities across Europe are relying more heavily on blockchain intelligence to monitor financial risks, enforce regulatory frameworks and combat illicit activity. Yet despite its growing institutional relevance, no harmonised framework currently exists to ensure methodological consistency, evidentiary robustness or cross-border institutional confidence in blockchain intelligence.
The Blockchain Intelligence Forum 2027 will therefore focus on how trusted data infrastructures and open analytical methods and frameworks can strengthen the reliability and independence of blockchain intelligence used by European institutions. By promoting interoperable standards and transparent methodologies, such frameworks can support supervisory convergence, enhance legal certainty and improve the capacity of regulators to rely on blockchain-derived data in their decision-making processes.
A central focus of the Forum will be the presentation and discussion of the current state of the Open Blockchain Intelligence Standards (OBIS) initiative.
OBIS is a
multi-jurisdictional standardisation project
designed to establish harmonised technical, methodological and governance standards for blockchain intelligence, ensuring that analytical outputs used by regulators, supervisors and investigative authorities are:
- Traceable and auditable, allowing authorities to verify how analytical conclusions were reached
- Methodologically transparent, enabling institutional scrutiny of analytical techniques
- Interoperable across institutions and jurisdictions, supporting cross-border cooperation
- Compatible with judicial and supervisory evidentiary standards, strengthening legal reliability
By addressing these requirements
OBIS aims to close a recognised institutional gap in the digital financial ecosystem. Public authorities increasingly depend on blockchain intelligence for AML/CFT oversight, market supervision and systemic risk monitoring, yet no shared framework currently exists to guarantee that analytical outputs are consistent, verifiable and suitable for regulatory or judicial use across jurisdictions.
The Forum will explore how the development of open, interoperable and standards-based blockchain intelligence frameworks can contribute to more reliable policy formation in areas such as:
- Anti-money laundering and counter-terrorist financing supervision
- Market insights of digital asset ecosystems
- Cross-border financial investigations
- Systemic risk monitoring in digital asset markets
- Fiscal transparency and tax enforcement involving digital assets
Particular attention will be given to ensuring that blockchain-derived intelligence used by public authorities is traceable, verifiable and compatible with judicial and supervisory standards across EU Member States, enabling institutions to rely on such data with confidence in regulatory, supervisory and investigative contexts.
The Forum will also provide an opportunity to present the institutional objectives and consultation process of the OBIS initiative, including a series of European roundtables bringing together regulators, supervisory authorities, law enforcement agencies, financial institutions and international organisations.
These consultations — to be held in Frankfurt, Vienna, Paris and Warsaw — will contribute to the development of a shared European perspective on trusted blockchain intelligence infrastructures and standards, helping to strengthen supervisory coordination and institutional resilience in the evolving digital financial landscape.
Global Launch of the Open Blockchain Intelligence Standards (OBIS)
The Forum’s highlight will be the official global presentation of the Open Blockchain Intelligence Standards (OBIS) framework, introducing the first comprehensive standards architecture for blockchain intelligence.
The launch will present the initial architecture of the OBIS initiative, including:
- Governance structure for the OBIS initiative
- Technical interoperability standards for blockchain intelligence systems
- Methodological and forensic reliability protocols
- Professional standards and accreditation pathways for blockchain intelligence practitioners
The presentation of the OBIS framework will mark the beginning of an international consultation and collaboration process aimed at developing trusted and interoperable blockchain intelligence standards.
Through this launch, regulators, supervisory authorities, Financial Intelligence Units, law enforcement agencies, financial institutions and international organisations will be invited to participate in the development of the OBIS framework.
