Open Blockchain Intelligence Standards (OBIS)
is a multi-jurisdictional, multi-stakeholder standardisation project designed to ensure data integrity, interoperability and forensic reliability in blockchain intelligence. The aim is to create a trusted framework for regulators, law enforcement, criminal justice practitioners and compliance officers in the financial sector.
Partners:
- Complexity Science Hub Vienna
- ICI Bucharest (National Institute for Research & Development in Informatics)
- Blockchain Intelligence Professionals Association (BIPA)
Proposed partners: Public-sector partners, regulators and supervisors in addition to regional and international bodies including the European Banking Authority · European Central Bank · European Securities & Markets Authority · EU AML Authority · Basel Institute on Governance · UNODC · Europol · INTERPOL · FATF · IOSCO · ISO · IOSCO ·IMF · Global Blockchain Business Council · Global Digital Finance · EU & other global central banks, financial supervisory authorities & financial intelligence units
Context and rationale
Blockchain intelligence is a rapidly maturing field and essential for the fight against financial crime. Yet it remains hindered by fragmented methodologies – inconsistent data formats, non-standardised terminologies and divergent computational approaches. This lack of coherence impairs investigative interoperability and undermines legal admissibility. It also limits regulators’ capacity to rely on blockchain-derived intelligence in supervision, enforcement and compliance contexts.
Future event:
Blockchain Intelligence Forum 2027 -
Towards Standards for Trusted Blockchain Intelligence.
April 2027 — Bucharest
Objectives
This includes:
- Technical standardisation: Defining harmonised data exchange schemas and interoperable APIs; unifying terminologies and investigation documentation to facilitate cross-platform analysis.
- Legal and forensic reliability: Establishing chain-of-custody and provenance procedures for attribution evidence; introducing validation protocols comparable to recognised forensic disciplines.
- Professional accreditation: Creating an independent certification and training framework for blockchain intelligence professionals; supporting professionals in maintaining up-to-date knowledge.
