Denisa VOICU
Policy & Institutional Lead, Certified Blockchain Intelligence Specialist (CBIS)

Denisa Voicu is a public administration professional with nearly two decades of experience across Romania’s legislative, governmental and regulatory institutions. She holds a bachelor’s degree and a master’s degree in Public Administration Management from the University of Bucharest, complemented by training in European Affairs and International Relations at the National Institute of Administration. She is also a Certified Blockchain Intelligence Specialist (CBIS).

Her career has taken her from the Ministry of Administration and Interior to both chambers of the Romanian Parliament, where she supported parliamentary work, institutional relations and meetings with Romanian and foreign officials. She has worked in a national regulatory authority, in internal managerial control and risk within a state-owned company, and in the national authority responsible for digitalisation. More recently, she has managed EU-funded projects in Bucharest’s municipal administration. This breadth gives her a practical understanding of how public institutions work, how policy is shaped and how decisions move from intention to implementation.

At BIPA, Denisa leads the association’s policy and institutional engagement in Romania, building relationships with Romanian public authorities, regulators, Parliament and decision-makers at national and local level. Her role is to help Romanian institutions understand why blockchain intelligence matters for their mandates and to ensure that BIPA’s work on standards, professional recognition and training connects with the national policy processes that can turn it into lasting institutional capacity.

Motto: "Good policy needs both knowledge and the right partners." Institutions cannot regulate, supervise or investigate what they do not understand. As value increasingly moves across blockchains, public authorities need reliable knowledge, trusted partners and clear frameworks to keep pace. Lasting change happens when expertise and institutions meet at the right table and work toward a shared purpose.
